I just finished a major list of photo sites that post photos that can be used in commercial projects.
Royality Free
There are a lot of photo collections out there, many have photos that are royalty free. This does not mean that they can be used without paying a fee. Generally, royalty free sites generally charge a fee for the use of their photos, but do not have recurring charges for uses following the initial use.
Free Stock Photos
A lot of sites advertise free stock photos, most of these sites only a have few photos that are free to use for public purposes, like websites. When the majority of the collection is free to use, they are often restricted to personal sites. Most often this is defined as sites that do not generate any revenue.
Free for Commercial Use
Sites that provide photos for free commercial use may restrict that use to web only uses, and charge for higher resolution versions of the photos or if they are used in any form of print media. Almost all of the sites prohibit using their photos to compile in a collection for resell or other distribution.

As a blogger it is always beneficial to take the time to comment on blogs related to your niche, particularly if they have joined the do follow crowd. Buzznetworker has gone to the trouble of tracking down a couple of good resources for places to read blogs and comment on them.
